That's just the finishing stage of the manufacturing process. The wheels are painted and bolt patterns drilled as well as rear spacing machined. The barrels are already made and come from overseas.

I ordered these and 6/8 wheels were not finished completely. I said screw it and am getting a refund. Sucks but from my experience they have some QC issues.
